If you’ve spent any time researching emergency eyewash and shower compliance, you’ve almost certainly run into a wall of contradictory information. Some sources tell you ANSI Z358.1 is “the law.” Others insist it’s “just a guideline” you can ignore. Safety vendors cite it like scripture. Compliance officers reference it during inspections. So which is it — is ANSI Z358.1 actually required, or isn’t it?

The Only Federal Law: 29 CFR 1910.151(c)

Start with what’s actually written into federal regulation. OSHA’s standard, 29 CFR 1910.151(c), covers Medical Services and First Aid, and it says employers must provide suitable facilities for quickly drenching or flushing the eyes and body when employees might be exposed to injurious corrosive materials. For construction sites, the equivalent regulation is 1926.50(g), worded almost identically.

That’s it. That single sentence is the entire federal legal requirement. Notice what it doesn’t say: nothing about flow rate, water temperature, distance from the hazard, mounting height, or how often equipment needs to be tested. The regulation tells you that you need “suitable facilities” — it never defines what “suitable” actually means in practice.

That vagueness is intentional in a legal sense, but it creates real problems for employers trying to figure out what they’re supposed to install. This is exactly the gap that ANSI Z358.1 was written to fill.

ANSI Z358.1 is a voluntary consensus standard developed by the International Safety Equipment Association (ISEA) and published through the American National Standards Institute. It’s an extremely detailed technical document that spells out exactly what “suitable” should look like: minimum flow rates for each type of equipment, water temperature ranges, mounting heights, maximum distances from hazards, signage, lighting, weekly activation testing, and annual inspections.

Critically, ANSI is a private organization. It is not a government body, and its standards don’t automatically carry the force of law. OSHA has said this directly, in writing, more than once: ANSI standards only become mandatory OSHA requirements if OSHA formally adopts them through rulemaking, and OSHA has never adopted Z358.1 as an enforceable regulation in its own right.

So on paper, you could argue ANSI Z358.1 is optional. In practice, that’s a dangerous way to read the situation.

How OSHA Actually Uses ANSI Z358.1

Because 1910.151(c) doesn’t define “suitable,” OSHA inspectors need a benchmark to compare a facility against when they show up to evaluate whether your eyewash station or shower actually meets that standard. Over the past few decades, OSHA has repeatedly pointed to ANSI Z358.1 as the benchmark it uses to make that judgment call.

This isn’t speculation — it’s documented in a series of official OSHA standard interpretation letters going back to the 1990s. In one letter, OSHA’s compliance directorate stated plainly that while ANSI standards only become mandatory when formally adopted, and Z358.1 was not adopted, the agency has routinely referred employers to Z358.1 as a source of guidance for protecting workers exposed to corrosive materials.

In another, OSHA noted that because its own regulation gives no specific installation or operational detail, it falls to the employer to assess their particular hazards and determine what equipment provides suitable protection — and that when OSHA itself needs to evaluate that judgment, it looks to the most current version of the ANSI consensus standard.

There’s also a second enforcement mechanism worth understanding: the General Duty Clause. Section 5(a)(1) of the OSH Act requires every employer to maintain a workplace free from recognized hazards likely to cause death or serious harm. If an OSHA inspector can’t cite you directly under 1910.151(c) because your equipment technically exists, but it clearly falls short of recognized industry practice, they can potentially use the General Duty Clause instead — and a well-established consensus standard like ANSI Z358.1 can serve as evidence that the hazard and the accepted way to address it were both “recognized” in your industry.

Put simply: ANSI Z358.1 doesn’t have to be law to function like law in an inspection. It’s the yardstick OSHA uses to decide whether your “suitable facilities” actually are suitable.

What This Means in Practice

For a facility manager or EHS professional, the practical takeaway is straightforward, even if the legal technicality isn’t:

**Treat ANSI Z358.1 as your real compliance standard, not a nice-to-have.** Building your emergency eyewash and shower program around it is the most defensible position you can take, because it’s what OSHA itself references when evaluating your setup.

**”suitable” is a judgment call, and the burden is on you.** OSHA has stated explicitly that it’s the employer’s responsibility to assess their specific hazards — the chemicals in use, the concentration, the exposure risk — and determine what equipment is genuinely appropriate. There’s no universal checklist that guarantees compliance regardless of your operation; the standard is a strong baseline, but your specific hazard assessment still matters.

**Non-compliance with ANSI doesn’t guarantee a citation, but it substantially raises your risk.** Whether you get cited under 1910.151(c) directly or under the General Duty Clause, falling short of the widely recognized industry standard leaves you exposed in exactly the moment you can least afford it: after an incident has already happened and someone has already been hurt.

**Version matters.** ANSI Z358.1 has been revised multiple times (1990, 1998, 2004, 2009, 2014, and later updates), and OSHA’s interpretation letters have specifically noted that employers should assess whether a newer version of the standard offers protection the older version didn’t. Working from an outdated copy of the standard can leave real gaps in your program even if you believe you’re “ANSI compliant.”

Why This Distinction Gets Misunderstood So Often

A lot of the confusion online comes from writers flattening a genuinely nuanced legal relationship into a soundbite. “ANSI isn’t law” is technically true and also misleading on its own, because it implies you can disregard it without consequence. “ANSI is required” is technically false and also misleading, because it implies OSHA can cite you purely for missing a Z358.1 specification with no reference to your actual hazard.

The real relationship is closer to this: OSHA sets the legal obligation in broad terms, and ANSI Z358.1 tells you — and tells OSHA — what fulfilling that obligation actually looks like on the ground. Understanding that relationship is the difference between a compliance program built on guesswork and one built on a standard that will actually hold up if you’re ever inspected or, worse, if an incident occurs and your program gets scrutinized afterward.
